Narcissam vs. the SQ

Narcissam's friend submitted a fanfic to the Sugar Quill. It was rejected. The author wasn't happy. Neither was Narcissam, and she posted a rant in her LiveJournal.

Why was the story rejected? Was it:

Because it hinted at Harry/Hermione?[1]
Because the other stories were better-written?
Because it had already been beta-read?[2]
Because it had a boring summary and no one read it?[3]

...Or perhaps, Narcissam suggested, it was because the mods got drunk and did things randomly.[4]

The mods didn't like that suggestion. After some more wrangling, they booted her. Then they shut down the forums, and booted her friends for good measure. Oops.
